The 47 clubs in the RAA National Premier League, HPG Homes State League 1, and HPG Homes State League 2 competitions (excluding Adelaide United) will compete in the Federation Cup. Clubs from the amateur and regional leagues will be able to sign up for the competition.

Bold denotes RAA National Premier League clubs. NPL clubs are given byes to the second round, subject to the following criteria:

• If less than six additional clubs sign up, some teams will be given byes to the second round.
• If exactly six additional clubs sign up, no teams will be given byes.
• If between seven and 17 additional clubs sign up, some NPL clubs will play in the first round. These clubs will be seeded to avoid being drawn against each other.
• If exactly 17 additional clubs sign up, all teams will play in the first round.
• If more than 17 additional clubs sign up, an extra round will be played.
